Error Snapshot initialization failed ,as volume could not be added to Snapshot Set

we did see the following error on the host and inside the Virtual Machine Cryptographic Services failed while processing the OnIdentity() call in the System Writer Object.

Details: AddLegacyDriverFiles: Unable to back up image of binary Microsoft Link-Layer Discovery Protocol.

System Error: Access is denied.

we ran the Fix Mentioned in https://support.microsoft.com/en-gb/help/3209092/event-id-513-when-running-vss-in-windows-server but still no joy

The wired thing is the host as 3 VM's Running we can backup 1 Fine but not the Other 2

Any Ideas?
