Yes. Vembu VMBackup is using VMware's Changed Block Tracking technology to send only modified blocks during incremental in VMware backup.

In your case, we suspect that CBT might be resetted for the particular VM after full backup. In such cases, VMBackup will send backup data afresh again as further incremental is not possible for that VM due to CBT tracking failure. Hence, please update us with backup report details for the particular backup job which help us to give you proper solution.
