OK I have progress with problem 2. It does appear that running the start script seems to fail to launch the backup executable, and just leaves the apache binary polling (and failing) to find the exe. So I kick off the script and let it fail through to the apache process, then manually spawn the backup executable and it all works. Now to test it.
