It seems you are currently using Vembu BDR Suite v3.9.0, with v3.9.0, if the connected storage target is inaccessible or the password of the storage target got changed or if any of the files & folder from sgstorage folder got deleted, the Vembu BDR server will not allow you to login unless the storage target or the folders in sgstorage are accessible.
From v3.9.1, you can log in to BDR backup server, even if the storage targets are inaccessible, but all the backups configured to that particular storage target will be getting failed unless the storage target or the storage path becomes accessible.
Upgrade your backup server from v3.9.0 to the latest version, and after the upgrade, you will be able to login to your Vembu BDR server web console.
